AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these political entities, the report indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
